KIP-1170 introduces uncommitted metadata records into the 0-0.checkpoint.
Current invariants hold that handleLoadSnapshot should only be processing
committed records. In order to maintain this but also allow for the proper
handling of the new 0-0.checkpoint we need a new handleLoadBootstrap so that
there is a distinction for Kraft applications between the handling of
uncommitted vs committed snapshots.
