It can be reproduced by trying to create a topic with `kafka-topics.sh` from 2.3. It timeouts. The latest version of the response has introduced new fields with default values. When those fields are not supported by the version used by the client, the serialisation mechanism expect to have the default values and throw otherwise. The current implementation in KafkaApis set them regardless of the version used.
