I am not familiar with the details. However, it seems that new
`bin/kafka-leader-election.sh` tool has a flag `-–admin.config` – for this
case, it seems we don't need a KIP, and it's just a bug that a potentially
specified timeout does not overwrite the default (and hard-coded) timeout of 30
seconds.
