Review comment:
       I don't think that would be true all the time, since the current 
record's right window wouldn't contain the current record and is created 
through this method. If it helps for clarity, I can add a check that if we're 
_not_ creating the right window then the timestamp needs to be within the 
window, and otherwise confirm that we're creating the right window
