This PR adds support for generating snapshot for KIP-630. 1. It introduces the interface `SnapshotWriter` and implementation `KafkaSnapshotWriter` for creating snapshots on disk. 2. It introduces the interface `SnapshotReader` and implementation `KafkaSnapshotReader for reading snapshot from disk. *More detailed description of your change, if necessary.
