This patch implements [KIP-589](https://cwiki.apache.org/confluence/display/KAFKA/KIP-589+Add+API+to+update+Replica+state+in+Controller), which introduces an asynchronous API for brokers to notifying the controller of log dir failure. *Summary of testing strategy (including rationale) for the feature or bug fix. Unit and/or integration tests are expected for any behaviour change and system tests should be considered for larger changes.* 1. Unit test for LogDirEventManagerImpl 2.
