We now accept topicIds in the `DescribeTopic` request. If the client principal does not have `Describe` permission, then we return `UNKNOWN_TOPIC_ID` regardless whether the topic exists or not. However, if the topic does exist, then we also set its name in the response, which gives the user a way to infer existence.
