Both the ZooKeeper-based and KRaft brokers invoke `KafkaScheduler.shutdown()` too early -- before `LogManager.shutdown()` is invoked. So it is possible for `LogManager` to try to use the scheduler after the scheduler has been shutdown, which results in an exception.
