@junrao : BTW, when do you think we should change away from a working leader to the preferred leader? I guess when auto leader balancing is enabled and we're doing a periodic check is one such time (we haven't implemented this yet, but will soon). Another time is when we manually trigger an election via an `electLeaders` RPC (we already implement this one). Hmm...
