`ReplicaManagerTest.testReplicaAlterLogDirsWithAndWithoutIds` fails regularly because `assertFetcherHasTopicId` can't validate the topic id in the fetch state. The issue is quite subtile. Under the hood, `assertFetcherHasTopicId` acquires the `partitionMapLock` in the fetcher thread. `partitionMapLock` is also acquired by the the `processFetchRequest` method.
