Review comment:
       I see, so if the timeoutMs is 1ms, and let's say, it takes 2ms to reach 
the top of the while loop.  In this case, the function will skip the loop.  
   
   I think using a do..while loop would make sense, and we can also eliminate 
the duplicated callable.call() above; however, it will now be throwing 
ConnectException instead of the RetriableException if line 77 is satisfied.  
But I think it is okay?
