Review comment:
       Sounds great! We have constructed  `failedTopicPartitions` which hasn't 
got any intersection between `fetchingTopicPartitions`.
   I will leave it here like this:
    ```scala
   // Only failed partitions should still be kept after resizing
   assertEquals(failedTopicPartitions, 
fetcherManager.failedPartitions.failedPartitions())
   ```
   How about change like this
