Turns out squeezeplay on linux uses decode_alsa.c and not
decode_portaudio.c.

Good news is I have been able to play music on non default audio
devices.  

I'm investigating if it's easy to save and restore the output and sound
effect devices using the settings files created by squeezeplay and have
all OS versions use those settings.
