It looks like he's all over the Apache Wikis, not just the JMeter one. From his home page, it looks like he's just a fan of Wiki technology, and strives to study and promote it. Apparently he's cleaning up the Wiki documentation and such... obsessively:

However, he also seems to be removing spam. He's like a Wiki bonsai tree pruner or something. Seems pretty harmless to me. I don't see any scams or spams relating to him except a few links to a children's charity.
