Just a wild guess, but have you tried using the real host name instead of "localhost", or using the IP-Address?
So e.g. http://myhost/testweb where myhost is the name of your host or http://192.168.0.5/testweb where 192.168.0.5 (or even 127.0.0.1) is your IP-address. Maybe that already solves the problem. We do not use IIS here so it's just a guess.
