The property functions should work, so one can do:
jmeter ... -Jthreads=123
And use:
${__P(threads)}
in the Thread Group element
__P() defaults to the value 1 if the property is not defined.

You'll never be able to use a counter element value in a ThreadGroup
element. ThreadGroups are initialized once at the start of the test.
Only user-defined variables from the TestPlan object are available at
that point.
