Timeout is not due to JMeter.

What is the exact error message? What does jmeter.log say?

Version of JMeter? JVM? OS? What are you running JMeter on?

Both the ThreadGroup and the internal loop controller have a loop
count of 1; that does not make sense for a performance test, as there
won't be time to create a steady state.

By the time the 20th thread starts, thread 1 may well have finished.

It's quite a complicated test plan.
Do you get the same slowness and timeouts with a simpler plan?
