Uhh, possibly for command line usage. In our install the batch command is
actually invoked by a Windows Scripting Host file that, post-run, archives
results files and generates JFreeChart plots.

Also, the start directory is set to something other than JMETER_HOME.

No change to the bug, I'm afraid :o(.

I appended to the bug report some information taken from DEBUG logging
within JMeter.
