There was a bug in the counter, which was fixed in JMeter 2.2. Please try that and see if you still have problems.

Sometimes, when I saw result pages in tree result listener, I appear that some of my requests using this 3 counter are no correct (for example param1=counter1_3, param2=counter2_3 and param3=counter3_4 : counters are not synchronised).
