The URL must be incorrect, or it may require authorisation. Try
checking it in a browser.

By the way, the WSDL is not required for testing - it's only used to
populate a couple of fields, which you can do manually.

The current version is 2.3.4, which has some fixes to the sampler, but
unlikely to change the error.
