Ordering in other language should work the same way - by visual label.

Users navigate by visual label, they haven't another knowledge of items in
menu. And current menu ordering gives no clue of any order in it...

Ok, I made a patch, it's pretty simple and can show everyone 3 images:
        1. Current view http://www.apc.kg/img/default.png  
        2. Alphabetic order http://www.apc.kg/img/jmeter/alphabetical.png 
        3. Full Classname order http://www.apc.kg/img/jmeter/classname.png 

My conclusions: a) it is obvious that classname order makes hell. b)
alphabetic order is the best c) related items mostly have related labels, so
alphabetic order is the best anyway :)

I also switched to French and verified that ordering will use the same rule
of visual labels.

More opinions, folks?

Except that related items may not occur together.

And of course the ordering will vary between languages.

It might make more sense to order by package /class name; related
items are more likely to occur together.
Or perhaps by resource key, which does not change between languages.

I agree that the current ordering is not helpful, but simple alpha
ordering by displayed name might not be sufficient.
