I recommend that you file it as a bug report at mozilla.org Restarting should be sufficient. If not, then it is a mozilla bug. The Java Plug-in does maintain its own cache, separate from the browser cache. But I believe that it should be receiving date and time information from the browser. I will be travelling for the next 10 days, so will not be able to try to reproduce this for some time.
