Yes, that's one possible usage of the string. Normally msgmerge adds the
fuzzy-string to outdated translations (e.g. when the original string
changed).

Quotation marks have special meanings. In this case it seems, they mask
the "{0}". Did anyone test, if the original strings have been working?

It did not work with escaped and non-escaped single quotation marks, so
I changed them to escaped double quotation marks (common practice).
