The apparent size difference is not a problem. I suspect this a difference
in the interpretation of 'K' ... 1000 vs 1024

I am somewhat concerned that you said the file name ends in .tar.tar

Don't know if that was a typo ...

Rename it so it ends in binary.tar.gz

WinZip should be able to open a .tar.gz file

If the filename was .tar.tar then WinZip may be confused

It is basically a unix format, but WinZip supports it.
