When you have multiple files loaded, you need to use

frame 0.0

to get all of them.

frame 0

gets "all models in the current file" (just as it does when a single file
with multiple models is loaded)

 frame 0

    Overlay all frames of the current frame range set. Note that this may
not be all the models if the frame range has been set to a subset of the
models or if multiple files are loaded and only models within one file have
been specified with a previous frame command.

 frame 0.0

    Same as frame ALL.
