Nobody else reacted when I raised this question a while ago on this list after noticing the change. So the new defaults didn't seem to bother other users. And for me it was ok after you added the options to tweak the settings.
The rotation is ok for me now in a 600x600 pixel applet with the default setting of 12.0.1, and also if I go down to 400x400. With the mouse wheel I didn't noticed any difference to 12.0.RC28 on my system (no multitouch, OpenSuse 11.2, Java 1.6.0_20, Firefox 3.5.11).
