You can always move an arrow after creating it using
draw arrow {0 0 0} {0.1 0.1 0}
set drawpicking true
set picking draw
and then use CTRL- and ALT- to move around the arrow and position it. Grab
it at it's point. Arrow size is settable using
set defaultDrawArrowScale
although that's just size, not cone angle.
isosurface function can get you a cone, but that's pretty involved.
