I found that hover can reflect the label text, and label can indeed be
assigned per atom.
So, as long as you don't need to use labels, this seems to do the trick:
hover %[label]; //affects all atoms
select _N;
label this is a nitrogen;
set labelToggle {selected}; //turns label off without resetting it
select _O;
label this is an oxygen;
set labelToggle {selected};
select all;
