REQUEST FOR QUALIFICATIONS (RFQ)

 

Legal Services NYC provides much needed legal help on a full range of civil 
matters to tens of thousands of New Yorkers currently living in poverty – and 
who have nowhere else to turn.  For the past 40 years, our organization has 
maintained a singular, overriding mission:  to provide expert legal assistance 
that improves the lives and communities of low-income New Yorkers.  Today Legal 
Services NYC is the largest provider of free civil legal services to the poor 
in the nation, with 18 community-based offices and numerous outreach sites 
throughout all five boroughs.  Legal Services NYC’s Legal Support Unit (LSU) 
trains, mentors and supports attorneys and other advocates and also provides a 
comprehensive Continuing Legal Education program.  

 

The LSU is planning to develop and launch significantly enhanced and expanded 
version of their current web application in September 2008.  The current 
application was built following the FuseBox development methodology and using 
PHP 4, MySQL, and QuickTime technologies.   The development will improve the 
user and administrative interfaces, the modularity and extensibility of the 
application, and add new functionality to the center.   Existing data and 
accounts will be ported to the new application.

 

Vendor Profile/Services Required

 

We are looking for a design and development team that is entirely based in the 
New York metropolitan area, that has extensive website, e-commerce, multimedia, 
and database building experience to help the LSU develop the next version of 
its web application.   We expect to utilize open source database, scripting and 
development tools.  We anticipate a total of work requiring between 400 and 600 
person hours including the discovery and QA phases.  The selected team would 
need to begin work by May 1st to meet the project deadlines.  

 

All parties who are:

a)      based in New York metropolitan area

b)      interested in receiving a Request for Proposals (RFP) detailing the 
full scope of work, including initial specifications and a tour of the existing 
system 

 

shall respond by February 22, 2008 by providing us with:

a)      relevant design and development qualifications 

b)      company information/biography 

c)      a signed and witnessed copy of the attached Confidentiality Agreement 
(Please copy the text of the Confidentiality Agreement at the end of this 
announcement on to your letterhead before returning an electronic version of 
the document to us.)

 

Please email responses to tech at lsny dot org.  Legal Services NYC in its sole 
discretion shall determine whether a party responding to this RFQ shall be 
eligible to receive the RFP. 

 

Project Time line

 

February 22-- Deadline for response to RFQ

February 25 – Email RFP to qualified teams

Week of February 25 – Web conference to tour the existing web application with 
potential RFP participants

March 14 – Deadline for receipt of RFP

April 4 – Award of contract

May – Discovery phase for specifications and design

June – Application programming phase 

July 15 – Completion of development and design work and beginning of LSU 
testing 

August 4 – Soft launch of site for LSU staff final QA process

August 25 – Go live with the new site

 



CONFIDENTIALITY AND NONDISCLOSURE AGREEMENT 
 

WHEREAS, Legal Services NYC agrees to furnish _____________________ certain 
confidential information relating to ideas, inventions or products for the 
purposes of determining an interest in developing, manufacturing, selling 
and/or joint venturing; 

WHEREAS, ___________________ agrees to review, examine, inspect or obtain such 
confidential information only for the purposes described above, and to 
otherwise hold such information confidential pursuant to the terms of this 
Agreement. 

BE IT KNOWN, that Legal Services NYC has or shall furnish to 
_____________________ certain confidential information and may further allow 
_____________________ the right to discuss or interview representatives of 
Legal Services NYC on the following conditions: 

1. _____________________ agrees to hold confidential or proprietary information 
or trade secrets ("confidential information") in trust and confidence and 
agrees that it shall be used only for the contemplated purposes, shall not be 
used for any other purpose, or disclosed to any third party. 

2. No copies will be made or retained of any written information or prototypes 
supplied without the permission of Legal Services NYC. 

3. At the conclusion of any discussions, or upon demand by Legal Services NYC, 
all confidential information, including prototypes, written notes, photographs, 
sketches, models, memoranda or notes taken shall be returned to Legal Services 
NYC. 

4. Confidential information shall not be disclosed to any employee, consultant 
or third party unless they agree to execute and be bound by the terms of this 
Agreement, and have been approved by Legal Services NYC. 

5. This Agreement and its validity, construction and effect shall be governed 
by the laws of the State of New York.
