Each zone consists of a number of rules representing the different
offsets and DSTs over time. However, there is a point going back in time
when a country hadn't yet chosen what offset or DST rules to have.
The Olson zone DB uses the longitude and latitude to invent an offset in
this scenario. Thus, this info tells you that South Africa hadn't yet
determined its offset by 1903.
