I know of no complete, working solution available as open source. There are companies selling the data. However, Joda-Time has had a number of donations of holiday code - see http://svn.sourceforge.net/viewvc/joda-time/trunk/JodaTimeContrib/holiday/ for details. There is also a project offering calculation assistance for holidays - http://objectlabkit.sourceforge.net/. Feel free to make the best use of that code you can.
