Unfortunately, Joda-Time doesn't have the data to determine the correct order of date fields for this very short form of a date. The main problem is gathering the info and keeping it up to date, which is really a task that CLDR is best suited to. My only suggestion is to print a known date using a locale specific formatter (on DateTimeFormat), and then parse it to see which order the field are. Yucky I know. I'd like to address this in JSR-310, but I'm not sure we'll get to it.
