No Regulations, well there is some regulations, it's GPL ....

Gnu's Not Unix doesn't mean it's against Unix, actually it means it looks a
lot like Unix.

Also the point that 53% of North America Companies use  Linux, well I don't
enjoy using such numbers, cause it depends on who made the study, and how
reliable he is, and what is his standards. if you want Microsoft claims that
more than 80% of websites (who uses a database backend) uses SQL Server, for
me these numbers always point to some dishonesty, cause there is no
international Committee than everybody trusts to do such studies.

PHP is the best Web Programming language, well not everybody agrees
(especially those who use other languages :)), nor you can prove it.
