Drupal does have Arabic support but the bilingual aspect does not work very well. Thus far the switching back and forth is not very elegant. Originally, I wanted Arabic support and Arabic content too. Specially that it is a theme dependent. We tried to gather some support and feed back from jolugers back then (18 months ago) and as usual got impotent promises. The Arabic support is expected to be better with the upcoming Drupal 7. I am following this very closely. I remember Egypt Lug uses Drupal too. It is in Arabic. Arabic content depends a lot on the site contributers. However, if most don't like to read then there is a lot less who could write. You can post in Arabic fine right now. Site navigation, Arabic theming and language support will need to be added for advanced features.
