Yes, this is the Billboard editor Tim White. Years back he wrote the excellent Bob Marley bio "Catch A Fire". There has been a collection of his Billboard sketches published more recently, which has a short piece on Joni from the 80's (I think around the Dog Eat Dog period.) I can't cite the title as I gave my copy to a certain Dutch uncle...)
