Not likely a  virus but it still could so some nasty things if it was sent with
malicious intent. It could be commands to format your hard disc or screw
up your configuration.
If it is a batch file, though you should be able to read it with a text editor
such as notepad. Don't double click it. If you right click on it and then
choose edit, you will be able to read exactly what it says. You can then post it
as text and someone will be able to tell you what it does. If on the other hand
you right click on it and it does not give you an edit option  it may be an .exe
file
posing as a batch file and this could very well be a virus.
