Gus, when there is an NJC in the subject header, the message won't go to Joni-only. If there is no "NJC" in the header field, the message WILL go to Only-Joni, regardless of content. For instance, YOUR message has no Joni content, but since you did not enter the letters NJC in the subject line, it will go to everyone. My response has added the letters in the subject, so the Only-Joni people will not see it. If you are in fact getting messages that have NJC in the subject line, you should let Les know.
