It seems to me that she's speaking the word 'outside' rather than singing it on that line. That's a technique that Joni uses occasionally, particularly in live performance. Rickie Lee Jones does this a lot as well. Listen to any of her recordings of 'We Belong Together.' She slips in & out between singing & speaking in several places on that song. Mark E in Seattle
