Kent, thanks for sending the link - interesting article. (I can't get the pdf file of the report to copy and paste so I'm paraphrasing.) It refers to a report about the American military and how it needs to improve itself technically.

The original report says this transformation will only take place slowly, barring some catastrophic event like Pearl Harbor. It doesn't say such an event is "needed".

I would say it's an innocuous statement, notwithstanding September 11.
