After Court & Spark, Joni's star slowly dimmed in terms of popularity, airplay, etc until Mingus when it was pretty much snuffed out completely, critically & commercially. WTRF (and the resulting year-long world tour that followed it in 1983) was an attempt to re-enter the marketplace.
