Thanks for your message. Those release notes should not have been live yet,
as we're releasing 3.13 today... :)

There are a few more details about this further down in the release notes:

This is what we've done already as part of jOOQ 3.13. We're still
investigating the possibility of offering a publicly available Maven
repository that is linked to our license server for an improved build
experience for our paying customers, compared to the current tedious
approach via the ZIP file download. I cannot make any promises about that
yet, but the mentioned build improvements are definitely a prerequisite for
such a next step.
