Get an SVN account from Tom hughes <[EMAIL PROTECTED]> and then check in your changes. Rebuild the jar file according to the information contained in http://lists.openstreetmap.org/pipermail/josm-dev/2008-August/001462.html and update the Wiki. If you feel unsure about any of these parts, or don't want to get an SVN login, then someone else can do that for you.
