Hi, I've written a plugin that facilitates aligning way segments. To my knowledge JOSM does not have this functionality. The description is here: http://wiki.openstreetmap.org/wiki/JOSM/Plugins/AlignWayS I use it often when I wish to align building outlines with roads, streets for instance.
