Afaik the docs target in the make file should have been removed long
ago, just as it got removed from the ant build (build.xml). The docs
reside in the wiki, not in the sourcecode anymore.

For tools related to docs, checkout the tools folder in svn:
http://jqueryjs.googlecode.com/svn/trunk/tools/

Especially the wiki exporter
(http://jqueryjs.googlecode.com/svn/trunk/tools/wikiapi2xml/), api
browser (http://jqueryjs.googlecode.com/svn/trunk/tools/api-browser/)
and OpenAjax Metadata converter
(http://jqueryjs.googlecode.com/svn/trunk/tools/openAjaxMetadata/)
