[jQuery] Firefox finds Jquery in of Thickbox Window Source Code, but IE does not

Any ideas on why this happens and what I should do differently so that
I don't have this problem?  Should I just put all the Jquery code in
the page that loads the thickbox?  I'd rather not have to do that, and
I have to think there is a better way.
