I don't fully agree, with that, but that is only because most of the
projects I've been working on require a ton of "document.write".  That, and
the file sizes of my includes are very small and testing it using sloppy (
http://www.dallaway.com/sloppy/) shows no real performance hit.

Their advice to "Move Scripts to the Bottom" is an interesting one.  I
currently place them in the <head> and use jQuery's Document Ready function.
