Sounds like you are trying to use the file by double-clicking it in
Windows. You don't have to do that; there's no "installation". It's
ready to use.
Include the line
<script type="text/javascript" src="path/to/jquery-1.2.6.js></script>
in your HTML file and jQuery away!
