Looks like it is because I left out <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01//EN" "http://www.w3.org/TR/html4/strict.dtd">
I have no idea why it mattered but IE7 was the only browser it affected. Any thoughts?
