I believe it has to do with the new event propogation model
implemented with 1.3

Instead, try using a living event:

<ul>
   <li></li>
   <li></li>
   <li></li>
   <li></li>
   <li></li>
</ul>

$('ul li span').live('click', function(){
   // ...
});

$('ul li').append('<span>Click me</span>');

That should work.
