Looks like you didn't pass along proper JavaScript, try this:

<input id="WBC_I" type="text" size="6" validate="range_exp:[ 1, 999,
'ND' ]" value="" name="WBC_I"/>

Note the quotes around ND.

If that isn't it, please provide a testpage.
